Andrey Vlasov has been on the position of the FISU Chairperson of Technical Committee for Football from 2013 Kazan Summer Universiade. He is also serving for the Russia Football Union as Head of Innovation policy, science and education department. Andrey started his coaching career at the age of nineteen in the Russia Olympic Sports School and became the Head coach of the School after completing six years academic degree course.
After then, he has been actively working as technical manager in many Russian Football teams since 2003. Andrey has contributed much for the development of National Youth Football Teams in international competitions such UEFA EURO 2013 U-17, FIFA World Cup 2013 U-17 and UEFA EURO 2014-5 as leader of consulting group of Russia Football Union.
Under his leadership, the Russian U-17 national team won the champion trophy of UEFA EURO-2013 U-17 match. With excellent expertise on theory and strategy of modern football, he is chairing the football study group of Russia Football Union.
